Following are a list of standard fees and laws applying within Thermopolis. This list is not intended to be all-inclusive, but does represent 95% of applicable cases. To save you the trouble: all laws and punishments are standard for the west, but the fees are not.

Land and building Fee: 10% of value
Thermopolis Crime and Punishment
Murder (Hanging or up to life in prison)
Murder, attempted (up to life in prison)
Manslaughter (hanging, or up to life in prison)
Kidnapping (hanging, or up to life in prison)
Assault, intent to murder (hanging, or up to life in prison)
Assault, with a weapon (one month to two years in prison)
Assault, simple (one week to one year in prison)
Theft, Horse (Hanging, fine of any amount, or up to life in prison)
Theft, Cattle Rustling (Hanging, fine of any amount, or up to life in prison)
Larceny, Grand (5-10 years in prison)
Larceny, Petty (1 week to 1 year in prison)
Robbery, Bank (Hanging, fine of any amount, or up to life in prison)
Robbery, Train (Hanging, fine of any amount, or up to life in prison)
Robbery, Claim Jumping (Hanging, fine of any amount, or up to life in prison)
Robbery, Other (5 years to life in prison)
Burglary (5 years to life in prison)
Wirecutting (1-5 years in prison, or up to 1,000$ fine)

Gambling, individual (5$-10$ fine)
Gambling, Establishment (20$-75$ fine per month)
Drunk in Public (10$-20$ fine and/or up to a day in jail)
Disorderly Conduct (1$-50$ fine and/or up to 1 day in jail)
Disturbing the Peace (5$-50$ fine and/or up to a day in jail)
Carrying a Weapon (in a declared no-weapon zone) (confiscate weapon, 25-100$ fine and/or up to 3 months in jail)
Carrying a Weapon, Concealed (in a declared no weapon zone) (confiscate weapon, 50$-200$ fine, and/or up to 3 months in jail)
Discharging firearms within city limits (Confiscation of weapon, up to 20$ fine, and/or up to 1 day in jail)
Openly carrying a single pistol and/or a single hand weapon no larger than a bowie knife is not considered a crime in Thermopolis, anything more is considered to be carrying a weapon in a no weapon zone. The Light Melee License authorizes a person to carry a melee weapon larger than a knife, such as a gentleman's sword or cavalry saber.

Okay, so just to be clear on the distinctions...
"burglary" involves breaking into someone's place,
"robbery" involves forcibly taking it from someone, and
"larceny" is grabbing it some other way (like pickpocketing)?
And are these only within city limits? I mean, for example, if the Indians over yonder wanted to set up a gambling institution, and a citizen were to go over there to gamble, he wouldn't be charged when he returned to town, would he?
It also seems foolish for any parent to pay the homeschooling $17 fee when you could just pay $2 a year (no schooling fee) and homeschool anyway. And to what age do those fees continue? For example, if an adult Indian, who's never been to school shows up, does he have to pay a no schooling fee?

It only applies within city limits...within reason. If you're robbing people down the road just outside the city limits they're probably going to do something about it. Also some of those are state or federal laws and not just local.
Also as far as the gambling laws are concerned, that's just for doing so without a license. Obviously the local gambling hall isn't in violation since it has filled out the necessary paperwork, but you could expect to face charges if you start running an unauthorized gambling establishment out of your home.

While you could pay $2 a year (no schooling fee) and try to homeschool on the sly, if you got caught, you could expect to be heavily fined and possibly serve some jail time. Those fees generally only apply for the ages which the Thermopolis public school teaches (that's up to 12 at that time, and James has edited this as the final answer). Essentially it only would apply to people who have the "Kid" hindrance. Although it would also apply to anyone else who might want to get formal education even at a later age.
In your adult Indian case, they could probably be "secretly" taught in a private environment, but if they weren't paying the homeschooling fee and someone decided to rat (or were otherwise caught) on them they could probably get fined (and or punished), but that would probably involve a bit more of a contest of Knowledge: Law since it's more ambiguous.

Unloaded pistols do count because they can be loaded with relative ease and can still be threatening even while unloaded.
weapons stowed away in a pack do count, but remember under most circumstances the Sheriff isn't going to be searching through your pack unless you're already under suspicion for another crime.
Note:
It is worth noting that over-all the laws are being treated in a realistic manner. This means that trying to argue technicalities with the sheriff is more likely to get you into more trouble instead of less. There are some exceptions where Knowledge: Law may help you get out of it, but within reason. Even pulling a red joker won't let you get away with shooting a helpless old lady in front of the Sheriff.

Treason is not listed as a town crime because it is a federal law, and is enforced by federal law enforcement, local law is just expected to assist them in federal justice. Just because blocking interstate travel isn't a local law, doesn't stop a Judge from getting all up in your business about it.

Right, so since "walking away from an automoton and getting shot while unarmed" isn't on the list, am I free to go? I also don't see "dodging in front of bullets while the sheriff tries to shoot an unarmed man" on the list.
Actually, I'm assuming that might fall under Disturbing the Peace or Disorderly Conduct... though I see no laws about impeding the Sheriff or failing to follow his orders, so even that might be a stretch.
